The types of economic operators:
Manufacturer
Importer
Distributor
Marketplace
Authorized Representative
Responsible Person
One person/company can take the place of multiple operators and roles can be ascribed to other parties, so each person along the sales chain needs to know what they're liable for and decide what roles they want to perform. If the obligations are too much for you to deal with as a small business, then you should probably hire a third-party to be your authorized representative or responsible person. (People in and outside of the EU can all hire ARs and RPs, so nothing prevents you from having someone else do the work.)
As always, the GPSR is subject to interpretation by the courts, so nothing on this channel can be taken as legal advice. Every situation is different, laws and regulations change, and the courts can strike down or have alternate readings of specific lines of laws and regulations. Even the European Commission itself refuses to accept legal responsibility for its own statements.
