Signing of the Public-Private Partnership Code of the Philippines and the Internet Transactions Act of 2023

Demonstrating the Administration’s commitment in accelerating the country's development in digital economy, President Ferdinand R. Marcos Jr. personally signs two (2) significant bills into law, the Public-Private Partnership Code of the Philippines (PPP Code) and the Internet Transactions Act (ITA) of 2023, at Bahay Pangulo in Malacañang Park, Manila on December 5, 2023.
The PPP Code is being signed as Republic Act (RA) No. 11966 or 'An Act Providing for the Public-Private Partnership of the Philippines', which aims to establish a stable and predictable environment for collaboration between the public and private sectors to address the gaps in the country's infrastructure systems, while also freeing-up essential resources to enable the government to pursue other equally crucial projects and initiatives.
Meanwhile, the passage of ITA as RA No. 11967 or 'An Act Protecting Online Consumers and Merchants Engaged in Internet Transactions, Creating For This Purpose the Electronic Commerce Bureau, Appropriating Funds Therefor, and For Other Purposes', underscores the government's efforts to protect consumers and merchants, as well as to harness e-commerce as a tool for growth and development.
Through this law, the public will be provided with the mechanisms to confidently embrace the digital economy. It likewise paves the way for the establishment of the E-Commerce Bureau under the Department of Trade and Industry (DTI) that will lead the implementation of not only the said law, but the Electronic Commerce Act of 2000 and the Philippine E-Commerce Roadmap as well.
The Electronic Commerce Act of 2000 provides a legal basis for electronic documents and signatures, while the Philippine E-Commerce Roadmap outlines a strategic plan for the development of e-commerce in the country.
President Marcos Jr. was set to lead the ceremonial signing of the two (2) bills at Malacañang today, but was prompted to cancel after testing positive for COVID-19 last night.
