HEAVY FINES AND PENALTIES for congress trading stocks

A new bill has been introduced that may actually solve the problem of congress utilizing insider trading to fatten their wallets. Many bills have been created in the past however usually nothing comes of it. Pelosi also promised to do something about this years ago however obviously that never happened and she has benefitted greatly. DO yall think this will pass?
