On the surface China's foreign aid to underdeveloped countries looks charitable... In reality it is a strategic move to gain a core position in various countries natural resources. If the debt cannot be paid China comes in and takes all the collateral (Natural Resources) China essentially has a monopoly on large scale construction in Africa. Any large project you see being built is probably a Chinese company as they can undercut the US and power over the local contractors trying to bid for contracts.
